Proclamations & Recognitions Draws Large Crowd to City Hall

It was busy Council meeting on Monday. The parking lot was full, as one of our Councillors couldn't find a parking spot. This was a result of a proclamation signing and recognizing in the Good of the Order, three members of our Community that have dedicated countless hours to make Lloydminster a better place to live.
Prior to the Council Meeting being called to order, I signed a proclamation to Celebrate Family Literacy Day.

During Good of the Order, we recognized Helen Morlidge for 20 years of dedication and commitment to the Lloydminster Public Library Board, Kevin Lider for 30 years of service to the Lloydminster Firefighters and Ken Marchand for his contribution to Police Services over the last seven years in Lloydminster.

Scott Land & Lease Celebrates 25 Years in Lloydminster

It was a pleasure to join the team from Scott Land & Lease today to Celebrate the Grand Opening of their new office and 25 years in Lloydminster.

Howard Parkyn pictured below, was the first Scott Land team member hired 25 years ago for the Lloydminster office. We wish them continued success in Lloydminster and look forward to celebrating more milestones with them in the future.

Great Place for Business…

On the heels of being named the #2 Place for Entrepreneurs in Canada in both 2010 & 2011, combined with recognition by Alberta Venture as one of the 10 Best Communities for Business in both Alberta & Saskatchewan, we are seeing positive business growth throughout Lloydminster every day.

Professional services, automotive, oilfield related industries, restaurants, hotels, and retail services are all flourishing in our city, thanks in large part, to our commitment to shopping local. When I hear of people talking about heading out of town to shop, supporting businesses in other communities, I cringe.

Local businesses, both locally owned and those that are larger firms with a local presence, are the people who create employment, positive economic impact, sponsor minor sports, seniors, culture, and most of all, build new premises for their businesses, resulting in new revenue for the City.

Take a look around at the next local event you are at and note the businesses that have provided financial and human support to make it possible. We should be supporting these businesses, so they can give back to our community. Saving a few dollars by making a deal out of town, may not always be in your best long term interest and certainly does nothing to make Lloydminster a better place to live, work and do business.

If there is a service or business that you think Lloydminster could benefit from having in our City, get the word out to Lloydminster Economic Development Corporation or the Lloydminster Chamber of Commerce. They will make some noise and see if there are interested entrepreneurs that will jump on the opportunity. If it is about price or value, talk to the business owner or manager and let them see what they can do for you right here in Lloydminster. Let’s SHOP LOCAL and continue to make Lloydminster the envy of every other business region!

A Great News Day for Lloydminster

I was privileged to attend Servus Credit Union Friday to bring greetings on behalf of the City for the launch the United Nations International Year of Co-operatives 2012.
The Alberta launch was kicked off at 11:00 am and I joined employees from both Servus and Synergy CU's to celebrate and recognize the contributions the co-operative sector makes to social and economic development around the world.
The event ended with a simultaneous cake cutting happening across the province with the other 10 locations that joined in the live webcast.
We look forward to another successful year for Co-operatives in Alberta!

My next stop was Lakeland College for the press conference to announce that Lakeland was selected to host CCAA Women’s Volleyball Championship in March of 2013.

We are very fortunate to have dedicated staff, students and coaches at our College who are willing to take the lead in hosting events of this caliber. As we know, Lloydminster has been successful not only at a College level but at a City level as host to some great sporting events and we look forward to welcoming the teams to our city in 2013.

The only thing to remember ladies is don’t lose that last game.

Busy times ahead…

They sometimes say; “be careful what you wish for!” No kidding, here in Lloydminster. There may be down time or slow periods in other communities, but not here in the Border City.

This month will see a delegation of community leaders, organized by the Chamber of Commerce, heading west to Edmonton to build positive relations with Deputy Ministers within the re-shaped Alberta government. We will be launching a new information sharing session process, whereby, City Council & Management will invite groups into City Hall to provide background and insight into emerging initiatives to support our strategy development. This month we (City Council) will be sitting down with representatives from the SPCA and several other groups to listen and learn.

Group Jaw with Jeff sessions will be re-initialized this month. I am pleased to report that many of the priorities addressed in 2010 & 2011 were introduced in these community focused dialogue sessions with the Mayor. Later this spring, we will be introducing an opportunity for the public to meet one-on-one with the Mayor, for 20-30 minutes, on a subject of their choice. The meetings will be scheduled on random Fridays throughout the year. The Mayor’s Office will need the topic to be discussed to be confirmed at the time the appointment is set up. Stay tuned for further details…

January 12^th will see me participating in two press conferences. Lakeland College has a very special announcement and Lloydminster has been selected as a launch site for the International Year of Co-operatives celebration which will be hosted at the Servus CU Resource Centre. Speaking of co-operation, many of our neighbours will be joining us at an upcoming Vermilion River Regional Alliance AGM, on January 18^thin the County of Vermilion River, to explore areas where we might work together to build an even stronger economic region.

Out with 2011…In with 2012!

2011 was not just a big year for Lloydminster. When you glance at the province, country and around the world, it is hard to believe how much can happen in twelve short months. Two controversial world leaders were killed and one passed away. Closer to home, Premier Wall was given a clear endorsement, while Premier Stelmach was pushed out of office by his own party MLA’s, and through it all, the Prime Minister reached a higher approval rating.

The U.S. economy looks worse upon closer inspection and eastern Canada struggles to recover. Alberta and Saskatchewan emerge as two “have” provinces and we continue to see positive economic growth. When scanning the geographic and economic horizon, I am thankful every day to call Lloydminster home!

Each year, as I step back to reflect on the year that was, I learn a great deal about my team, my family and myself, but only for a few minutes before the next year comes rumbling over the hill! This year saw outstanding progress in Lloydminster. Several capital projects were completed, more roadwork & infrastructure work was undertaken than ever, and most importantly, we witnessed positive trending within the staff that has transformed the service style and service levels that residents are benefitting from with each interaction. City of Lloydminster relationships with key community stakeholders are increasingly based on trust, openness and shared objectives that are delivering value to our city at every turn.

I am proud of the City of Lloydminster Team for their commitment to transforming our CULTURE, SERVICE, and PUBLIC IMAGE, thank my family for permitting me to dedicate the kind of time it takes to serve in public office, and have grown to appreciate all that the Lloydminster region has yet to offer us if we work together.

More than anything, with a bright future ahead for the City of Lloydminster, we anxiously await the arrival of 2012 with its unique challenges, amazing rewards and infinite opportunities. Let’s celebrate the New Year and may it bring each of us closer to our shared goals in harmony.

I fulfilled my duty yesterday morning. I arrived with an empty stomach at Lloyd FM for the "Kurt & Klages Cookie Contest". I can assure you that my stomach is no longer empty and I am feeling the sweet pain of judging this event, after eating nearly 40 cookies!. There were some great entries, unfortunately, we could only choose two winners. First place went to Pat Smith for her Sugar Cookies (just like Grandma used to make) and the runner up was Jocelyn Pletz for her Soft Chewy Chocolate Chip Cookies (Check out the presentation that Jocelyn has become famous for!)

Merry Christmas from the Mayor's Office...

Christmas…A Special Feeling…

Can you feel it? Yes, that special feeling of friendship, caring, togetherness and family that is in the air during Christmas. Doesn’t it feel good?

Whether I am reading to a class of elementary students and seeing Christmas through their innocent and hopeful eyes, or visiting a senior centre for Christmas tea, or simply standing in the corridor at City Hall, there is a very warm feeling during the Christmas season. People ask you how you are doing, maybe where you are going for the holidays; they might ask you over for a visit, or extend an invitation to join them at their church on Christmas eve.

Why is it that we only take the time to care, listen and share in such a warm way in the weeks leading up to Christmas? I am going to challenge myself and my team to live this way year round, set an example in our leadership, and remember what the Christmas celebration represents…pure joy, health and happiness. For the brief time we are blessed to be here and for the even shorter period that we are in a position of trusted community leadership; let’s honour the Christmas spirit with our actions each and every day.

From the Mulligan family and all of us at City Hall, please travel safely and have a very Merry Christmas with your friends and family.

SPCA Jail & Bail...Huge Success!

This past Friday was the Annual SPCA Jail & Bail fundraiser. Councillor Altman and Councillor Park took part in the event and I went down mid-day to see how all the folks in "lock-up" were doing. Here is an update from the President of the Lloydminster SPCA Board, Trevor Ollen:

The SPCA Jail & Bail was a tremendous success and with your help we were able to raise $33,611 this year! This is a much needed boost here at the shelter and the funds raised this year will go a long way in providing animal care in the region.

Prairie North Health Region’s doctor recruitment work is netting results for Lloydminster.
Seven new family physicians are in the pipeline to work in the city in 2012, said PNRH CEO David Fan. The first family physician is scheduled to arrive from South Africa in January, he continued, and another physician from the United Kingdom is to arrive in February.

“I have five more who are slated to land in May 2012,” Fan said over the phone Tuesday morning, noting prior to independently practicing in the city, each physician will have to undergo the Saskatchewan-based International Medical Graduates assessment process. “That will take a couple of months before they can start practicing.

“Everything takes time but I think there is light at the end of the tunnel,” he added.
“I am just hoping the general public will be patient with us now that we have really identified this as a number one priority for us and we have been working at it quite hard. We are beginning to see some results.”

The primary health care review, commissioned by the health region and Lloydminster Region Health Foundation earlier in April, offered six recommendations for PNHR to act on, including the recruitment of at least nine physicians to satisfy the family physician to resident ratio.

“We already have over the past year, recruited at least three new family physicians in the community, so with another seven more it will exceed the nine as a target,” said Fan, who updated PNHR board members on the new medical staff appointments during the Nov. 30 meeting. “Now in the meantime, who knows if there will be somebody leaving. The reality is that there are always people coming and going, and hopefully we can get enough coming rather than people leaving, so the net gain should be a good thing.

“In other words, the recruitment process never stops, so we will keep going,” he added. “With the seven coming through, it will position us quite well.” Working with the Lloydminster and District Health Advisory Committee, which works with both local clinics, the health region and LRHF on recruitment and retention initiatives, has been a boon to the health region’s strategy to hire new doctors, said Fan.

“They have been very helpful to us in terms of providing the soft landing, basically showing the potential physicians around, showing them the housing options, schools and just generally providing the welcoming part of it,” he continued. “I think that’s very critical to convincing potential physicians that Lloydminster is a place to come to live and to work.”

A variety of specialists have also been recently recruited to work in the Border City. Among the seven specialists who have agreed to move to Lloydminster to practice medicine are a general surgeon, who will land in Lloydminster in January said Fan, a pediatrician and an orthopedic surgeon in September, as well as a radiologist in July. Where the new specialists or family physicians will set up their practice has yet to be confirmed. In October the health region opened the Prairie North Health Centre in Lloydminster to provide “turn-key operations” for family physicians and specialists who are new to the community.

“They have the option to join the Prairie North Health Centre or they could negotiate with other clinics to their liking,” said Fan. “If they want to use (the centre) as a starting base, they are more than welcome to do that. And that’s precisely what it’s meant to do, to give them a starting point. But if they want to stay long term, that will be just fine with us too.” Since the Prairie North Health Centre opened a few months ago, Fan said it’s been used for family practices and to house specialists in transition to a more permanent setup.

Social Media - Anonymous Uninformed Assassins?

I have long been a strong proponent of the use of Social Media to reach out to the public, create positive change and to build inclusion. Recently, I have watched the world of the INTERNET, Social Media as we now refer to it, become increasingly caustic and negative.

In particular, Facebook, has gone from a place to connect with “Friends” casually, bring people of common interest together through Fan Pages, and a network designed to educate and inform; to a platform for personal attack and cyber-bullying. Often times, Facebook dialogue looks more like a school clique or a gang, with unfounded comments designed to damage reputation, question intent and mislead others who are willing to erroneously take their “Friends” comments at face value.

I have seen people on Facebook suggest salary increase %’s that were grossly inaccurate, indicate the City of Lloydminster is deep in debt, and completely misquote City Council Meeting proceedings that they were not in attendance at. Why? What could be gained, except to momentarily impress their Facebook Friends, encourage more slanderous commentary, or negatively impact community leaders for personal gain with totally fabricated information.

Facebook is not going away soon, and it will have a pervasive influence on politics and leadership for the next few years, without a doubt. Now, how will it impact our community, citizens, leaders and future elections? If I sound like I am loving the Weekly Bean…”A Moment With the Mayor” right now…I am!

Politically Correct...Right...

Politically Correct? What the heck will that achieve?

That’s right…I can’t believe the number of people who are in the background applauding the positive change imparted on the City on one hand, and simultaneously calling for political correctness as we enter an election year.

Political correctness, by its very nature, creates bland, staid and stoic scripted responses, that are seldom action oriented. In fact, if you want no one to move, no one to be made to question the status quo, and everything to move slowly towards nothing but more of the same, observe the strictest of political correctness. There will be no friction, no movement and no enduring benefit to our community.

I find it interesting that many people offer counsel to maybe be a bit more political correct, followed by their list of things to change and improve. How on earth do you get people to question the way we are doing things and open their minds to a potentially better way, if we use terminology (politically correct) designed to honour long standing average traditions that have long outlived their usefulness.

Political correctness might get you re-elected once or twice, however, it will not create enduring benefit and define a legacy of positive achievement for all. You won’t always like what I have to say, and maybe even how I say it. I know this City Council will be judged by what it achieved and the momentum we created for our municipality, not for its level of political correctness.

Vermilion-Lloydminster MLA Snelgrove not seeking re-election...

PCs will seek new candidate

At a meeting of the directors of the Vermilion-Lloydminster Progressive Conservative Association on Monday, November 28th incumbent MLA Lloyd Snelgrove informed them he will not seek re-election for the PC party in the next Alberta provincial election. President Glenda Elkow stated "We are very sad to see Lloyd go. He has been an excellent ambassador for our constituency and represented us and Alberta extremely well." Association Secretary Don Whittaker indicated "We have been blessed with excellent MLAs in this area and Lloyd has been one of the best".

MLA Lloyd Snelgrove commented that "It has been a tremendous and humbling opportunity for me to represent this area for the past 11 years."

In January, the Vermilion-Lloydminster PC Association will launch a nomination process to seek a new candidate in anticipation of a spring election.

Where are tomorrow’s…’er today’s LEADERS?

At a recent AUMA conference we listened to keynote speaker Mike Lipkin ask us if the decisions we were making and the initiatives we were leading would be the foresight people marvelled at 50 to 100 years from now? This really caused me to think about where we are at, what we are doing and how does what we are doing stack up to some of the things we enjoy today because of great visionary leadership here in Lloydminster 50 years ago.

I was in awe of the youthful enthusiastic leadership that built the Centennial Civic Centre, Lloydminster Exhibition, the City Hall-Clock Tower, Fire Hall #1, several local Churches, and many other landmarks. Heck, what about the Yellowhead Highway, Fisher’s Department Store, the May Theatre, initial Husky Operations, and countless oil related innovations?

Again, what struck me was the relative youth of the key community leaders who came together to make amazing things happen. Today, we seem to wait for someone to step to the front, or believe it is respectful to let the elder statesmen (and women) take the lead. Quite the opposite is called for. We need the leaders in their 20’s, 30’s & 40’s to seize the opportunity to shape the future of Lloydminster; starting tomorrow!

Many of these multi-million dollar initiatives take years to gain momentum and many more to actually bring them to life. If we want our kids and grandkids to walk with pride in their city, referring to the vision and passion their parents had for this community, we need to continue to dream big, act passionately, and share the load for the many great things we can do by coming together. If new ideas that will transform the future of Lloydminster take 10 years to become a reality, we need young leaders to rally behind the one’s they are most passionate about and demonstrate the same commitment of our parents and grandparents when they were the extremely busy “Movers & Shakers” of this City.

Government never makes amazing things happen…people do!

So, 50 years from now…will they be talking about your great vision and leadership?

Anyone seen this Cowboy?

Last evening Kathy and I were guests of the Grace United Church for their Annual Time & Talent Auction. Great meal, super company, but most of all, an important fund raiser for upcoming church initiatives. The Grace United Church plans to expand adjacent their current location and we couldn't be happier to see this initiative in the downtown core of our city.

Why the hat? Well, Shep started a fund raiser where you buy a "Ring Man" a hat, then you can buy your way out of it and pass it on. Guess who was the first to be "gifted" the opportunity to engage in this fun fundraising idea? I was kind enough to buy it off my head and pass it to Gary Young, who I believe made a donation after wearing it for a while and made Ken Kay an honourary Ring Man.

Congratulations to the organizers for a very nice evening and for bringing together good community folks to support the Grace United Church. Highlight of the evening, without a doubt, auctioning off a table cloth made by 104 year old Mrs. MacKay, who joined the lucky bidder Gwen Mohrbutter for a picture.

Calling all Leaders!!! Hello...Can anyone hear me?

Just this past week, I joined with City officials to meet with representatives from the Alberta Association for Police Governance to consider our options for effective oversight of the complex role of policing. While we still have a great deal of work and research to complete before embarking on a specific direction, the real essence of this article was the comments from the AAPG representatives about volunteer Board Member recruitment.

The representatives joined us from Fort Saskatchewan and Camrose, and were perplexed when we described the difficulties often encountered in recruiting Board Members for various city & regional organizations. They indicated that it was not difficult to identify and secure commitment from solid forward thinking community leaders to step forward to serve on their respective Police Commissions. This is a far cry from what we are experiencing here in Lloydminster.

While we acknowledge the economic environment, employment situation, age demographic and generally super busy lives of most residents, there are countless volunteer leadership appointments that must be filled to ensure that Lloydminster moves forward in a healthy, happy, and progressive manner, serving all sectors within our community.

Putting it out there…Mayor’s Point of View

It has been an interesting & exhilarating two years in public office as the Mayor. At times, I have observed an element of emotional resentment from people when referencing leadership or VISION positions that I might communicate from time to time as your Mayor. Recently, the Honourable Alison Redford, Premier of Alberta, and very soon, Premier Wall, as is the case with all Chief Elected Officials across the three levels of government, are provided the latitude to articulate the directional vision highlights for their term of office.

Civic government is no different. In fact, it usually represents the campaign/leadership platform that successfully brought the Mayor, Premier, or Prime Minister to office. A quick scan of most Canadian cities websites and annual reports will bear witness to the Mayor articulating their vision as a guidepost for debate, management research, and general government operational benchmarks.

This doesn’t mean that the Mayor always wins or the decisions always go their way, however, it is normal practice for the Mayor to drive an agenda forward for debate and consideration. Case in point; the direction provided by Premier Redford in her Cabinet Minister mandate letters (November 2011). The content of these letters, ostensibly form the priorities for each cabinet minister and their entire ministry. Not one of these items was debated by Caucus or Cabinet prior to the Premier unilaterally establishing this direction. The actual deliverables, budget implications and implementation will undergo scrutiny, analysis and debate in the normal course of discharging government process. However, the original pronouncement of key directives fell squarely on the shoulders of the senior most elected official of this order of government.

I see my mandate, responsibilities, passion for a vision, or right to articulate it, similarly. Leadership calls one to share a vision and then to co-operatively engage those around them to own the road ahead.

e4 - Comprehensive Municipal Plan Update

I have been asked a few times how we are doing with the e4 Project & why the website has not been regularly updated...

The e⁴ website developer will be making some changes/fixes to the website in the next couple of weeks. Updates will be available on the site at that time.

e⁴ Lloydminster is currently in Phase III: Preparation of Plans. On November 1^st the e⁴ Advisory Committee met with our consultants to review the draft Municipal Development Plan (MDP) and Integrated Community Sustainability Plan (ICSP). In the coming weeks City Council will be reviewing the draft documents in preparation for a Public Open House, tentatively set for the last week of January. At that time the draft MDP and ICSP will be made available to the public at www.e4lloydminster.ca. Comments will be integrated into revised draft plans which will be brought forward to City Council for adoption.

HRHS Raiders Football - 2011 League Champs!

On a chilly, but bright afternoon in Lloydminster at the home field of Holy Rosary High School Raiders football team, history was made. A perfect season was capped off with a victory over Cold Lake and handle of LEAGUE CHAMPIONS was placed firmly on the shoulders of the 2011 edition of the Raiders!

While they were shocked with early scoring and had to come from behind, they gathered themselves to overcome the challenge as a TEAM! Lloydminster has a proud football history and with the addition of youth football to augment our solid high school programs, the future looks very bright on the gridiron.

Congratulations to the Coaches, Players, Parents and Fans on a dream season! You have been great ambassadors for Lloydminster.

Tough Decisions Ahead...

We all wish there was a limitlesssupply of funding available to satisfy every need and request as we head to theall-important 2012 Capital & Operating Budget, however, that will not bethe case.

City of Lloydminster staff are hardat work, assessing priority projects, operational challenges and the best wayto build a service focused organization. The wall that is being built in front of them is a growinginfrastructure deficit, rising skilled labour costs and growing demands forenhanced service hours. Now that we havea Strategic Plan shaping up, better overall direction and alignment can beachieved, as we come together to establish priorities and our funding plans.

With only about one third of theannual cashflow requirements derived from property taxes, and the largestpercentage coming from provincial grant funding, of which we can only becertain of approximately 50%, we will be looking at those projects that we knowwe can fund in one lens and those that could be funded if grant programs ariseto address them in another lens.

Through it all, the budget process isa great opportunity to review the detailed analysis by our City of Lloydminsterteam, reach out to the community to validate their needs, and then dialogueopenly at the City Council budget table to arrive at a position that will seeus through the year ahead, in a progressive & efficient manner. I look forward to working hard on thisdirection setting exercise during our late November City Council Meetings.

CP Overpass to be Repaired on November 1st

Media Advisory: TRAFFIC ALERT – HIGHWAY 16 EAST OF LLOYDMINSTER
Repairs to the CP rail overpass over Highway 16, east of Lloydminster are scheduled to take place on Tuesday, November 1.

Starting at 7:00 am, traffic on Highway 16 will be closed to all traffic from 40^th Ave. to the Husky Ugrader. Work is expected to take one day to complete subject to weather and contractor progress.

While the bridge is being repaired, traffic will be detoured as follows:

Westbound Traffic –South on Range Road 3280 (road to Husky Upgrader) to 12^th Street, West 1 mile to 40^th Ave and North on 40^th Ave back onto Hwy #16.

Eastbound Traffic – South on 40^th Ave, East on 12^th Street, turn North onto Range Road 3280 towards Husky Upgrader back onto Hwy #16.

Long combination vehicles in excess of 31 min length, and all wide loads will not be allowed on the detour. Long combination vehicles affected by this restriction and wishing to operate on Highway 16 in the vicinity of Lloydminster during the restricted period will be required to stage their trailers; there is no alternate routing in the Lloydminster area.

Wide loads will be required to find alternate routing.

…The Clock on the old City Hall will have been re-dedicated thanks to the efforts of Larry Olinyk (Furniture Clinic), Mark Elliot (E2 Enhanced Engineering), together with Brendan Stolz and James Anderson (Bi-Systems Electric & Controls). What a special feeling for our community!

…City Council and Management get a sneak peek at the new ATCO Office and Centre in the Hill Industrial Park on November 1^st. What an amazing building and we are thankful for the business investment and the team from ATCO Electric. Looking forward to the Grand Opening of this futuristic facility.

…We will be able to celebrate our local farm producers at the amazing Harvest Feastival held in the beautiful new Prairie Sage Room at the Lloydminster Exhibition on November 2^nd. Pop in from 4-8PM. I will be serving at 6:00PM. Can’t beat this one for great value!

…The community will come together November 4^th, at the annual Lloydminster Region Health Foundation Gala to add more fuel and momentum to the incredible work that the “Foundation” performs to bring so many advances to health services in our region. Kathy and I mark this on the calendar as a “can’t miss” event.

…Of course, last and certainly not least, we will take time on November 11^th, to remember those that have given their lives to defend our right to freedom, democracy and everything we cherish about Canada. With recent events worldwide, we take great comfort in the country and city we live in. May we all take time to remember and honour our service men & women at the special service held at the Lloydminster Comprehensive High School. I will place a wreath on behalf of our City at the Remembrance Day Ceremony.

Clock Tower Celebration

Yesterday, I had the distinct pleasure to gather with friends, past Mayor, Pat Gulak, and dignitaries, at the old City Hall to celebrate the restoration of the Clock Tower, complete with chimes.

Fun facts from the good folks at the Lloydminster Regional Archives:

· first constructed in 1912 by the Dominion Government , as the Lloydminster Post Office, with a price tag of $40,000

· building was re-built ($65,000) and the official opening was held March 19, 1931 after being destroyed by fire August 19, 1929

· it was the first government building in Saskatchewan to be destroyed by fire

· it was sold to the City of Lloydminster (around 1974 when the current post office was built) and was used as civic office space until 2001 when the current City Hall was built

We recognized the dedicated group of professionals and caring community leaders that completed the research, repair and testing of the clock throughout this project. The group was led by Larry Olynyk from the Furniture Clinic with yeoman support and assistance provided by, E2 Enhanced Engineering (Mark Elliot) & Bi-Systems Electric & Controls (Braden Stolz & James Anderson).

As I prepared to make a few opening comments to the Association of Saskatchewan Catholic School Boards at their Annual General Meeting, October 21st, hosted here in Lloydminster; a heartwarming story was sent my way...

On Friday morning, neighbours close to Holy Rosary High School awoke to see all sorts of newspapers strewn about the community and streets. As some folks tried to pick up right around their yards, others drove by without stopping and left for too long the situation just gets worse.

Along comes Mr. Aaron Sikora, the much admired and respected Band Instructor/Teacher, who engages his class to head out to make a positive difference by pulling together to pick up most of the newspapers blowing around the neighbourhood. That in itself would be enough, but as it was a brisk fall morning, and Mr. Sikora had asked his young students to head outdoors, to reward them for a job well done, he got them all a hot chocolate to celebrate their demonstration of good community spirit.

Democracy and City Council Direction

There was a new City Council Procedure Bylaw passed at the last Council Meeting after a special meeting and three readings, that removed, amongst other changes, the Prayer at the start of Council Meetings. The changes were passed with no opposition. After a closer review, two Councillors requested that the Prayer and the By-law be reconsidered.

My position was that we had reviewed it, passed the by-law and moved in a direction consistent with most other municipalities. I do not believe that City Council Chambers is the right place to promote any faith or personal beliefs with respect to the area of religion, as we were elected to represent all citizens. I consider myself a Christian and am thankful for the foundation and values that are promoted by this faith, giving thanks daily for the many blessings we experience in Lloydminster. I just struggle with forcing those that do not believe what I might, to participate in a process that makes them less than comfortable in their City Council Chambers.

So, for the record, one Councillor voted in opposition of the motion to re-introduce the Prayer, because he was not present at the last meeting, nor had he been able to complete the required research to support a change in the resolution/by-law passed in the last meeting. The other Councillor that voted in opposition had consulted with a representative group of citizens who indicated they believed that unless all faiths could be fairly represented in our multi-cultural city, then he would have to vote accordingly.

I am thankful for the opportunity to debate community shaping questions amongst City Council colleagues. In the end, after tonight's City Council Meeting, the Procedure Bylaw amending the agenda to restore the Prayer will come before City Council for three readings at the next meeting. Based on tonight's proceedings and a 4-3 Vote in favour, the Prayer will be included in future City Council Meetings.

To be crystal clear; I am proud of my Christian values, faith and beliefs, but I stop short of believing that my position as Mayor empowers me to leverage that platform to promote them, hence my vote in opposition this evening. I look forward to developing a process with City Council that best satisfies all of our sensitivities, in this regard.

A Day to Remember…

October 11, 2011…the day that I will remember for quite a while…

“Mr. Mayor, someone is calling for you about an oilfield truck that is on fire on 50^th Avenue downtown.”

“Mr. Mayor, someone is calling for you about a semi-truck that has jumped the boulevard on Highway 16, hit a half ton truck and come to rest by tearing the front of Nelson Lumber.”

“Mr. Mayor, someone is calling from the Premier’s Office about a track hoe on a semi-trailer truck that has hit the CP Overpass and dislodged the bridge deck completely. Oh yeah, the truck is stuck under the bridge, too.”

Was it the full moon? Do things always happen in 3’s? I quickly had to get past these questions of fate and superstition to work alongside a group of outstanding professionals who were able to secure the CP Overpass site, conduct the assessment, clean-up and traffic re-direction during a crisis. With 70 tons of steel balanced precariously over the road, partially embedded in a semi-trailer truck, on one of the busiest highways in the area, everyone executed at a high level on short notice to alleviate the problem.

Thanks to everyone involved, with a special shout out to ADM Industries for allowing us to access the crane and crew that were on their site, for a job very well done. We owe you all!

CITY HALL WELCOMES UKRAINIAN ROTARY GROUP STUDY EXCHANGE

We were pleased to welcome a Rotary Exchange team from the Ukraine this afternoon. These five professionals include physicians specializing in emergency services, cancer treatment, neurosurgery and pediatrics. This five member team is visiting our city over the next few days to learn about our city, culture, institutions and observe how their professions are practiced here.
Councillor Larry Sauer joined the group on a city tour with pre-planned stops at Bud Miller Park, the Leisure Centre, and Servus Sports Centre. Following the tour the group met their host families at a reception that I attended. We are positive that the exchange members will enjoy their time in Lloydminster and we hope they will share their experiences with others upon their return home.

FUTURE VOTERS VISIT CITY HALL TO LEARN ABOUT THEIR COMMUNITY

Ecole St. Thomas ’ Grade 2 class made a scheduled stop to City Hall to learn more about our community and to get an understanding on how a city operates on a daily basis.

The tour took the students to all parts of City Hall, and the guides explained the different roles and responsibilities of City employees in each department. The tour concluded at Council Chambers, where a mock council meeting was conducted. This allowed the students an opportunity to understand how the Mayor and members of council come together to make decisions that affect city operations.

It is always great when students are given an opportunity to learn more about the community they live in. This tour allowed a future generation to not only understand how a City operates on a daily basis, but perhaps inspired these youngsters to pursue a future career in city planning, development, operations or politics.

Show Support With More Than Your Money

Don’t get me wrong; financial support, donations and sponsorship are critically important to the sustainability of many organizations and events throughout the City of Lloydminster.

Equally important, maybe moreso is your time, expertise and passion. Showing up in person, giving more generously of your human gifts is the lifeblood of many organizations and much of the goodness we are so fortunate to enjoy in our region. This doesn’t mean you need to commit to hours and hours or days and days of volunteerism. There are one-time events, mentoring, or maybe just driving a senior group to an event. Have you shared yourself with our community in a manner you are proud of when talking to your children and family?

There is another way to “show up”, as well. Local events, activities and venues are in real need of your participation. Local volunteers and organizations are always planning and conducting events for community and resident benefit. Do you plan your spare time and leisure time around any of these outstanding local events? Have you dropped by local theatre, a high school or college game, and maybe the Farmer’s market? Did you take in the Downtown Summer Streetfest? Attendance and participation at these local events and venues send strong messages to your City Council and Management.

Well attended and supported venues and events will tend to get more support from City Council for prioritization. My personal concern is the very rich cultural and artistic events that are regularly available, however, often suffer weak support and attendance. Whether it is the unveiling of a legacy art piece, an event/display at the Barr Colony Heritage Cultural Centre, or some of the fantastic experiences available at the Vic Juba Theatre; the community needs to rally to garner the support of your elected officials.

CP Overpass Accident Response

Here are a few pictures from the unfortunate CP Rail Overpass accident that took place yesterday. Fortunately, no one was seriously hurt in this accident and thanks to the dedicated work of many talented and dedicated professionals, together with help from ADM who provided access to a crane service that was working on-site on their project, we were able to re-open the highway late tonight.

Kudos to the Saskatchewan Government, specifically the Premier's Office and Department of Highways who made immediate contact with my office. To our local Emergency Response Team, RCMP, RM of Wilton Fire Department, City of Lloydminster Public Works Team, and many local service providers, we cannot thank you enough for coming alongside the City and RM during our time of extreme need. CP Rail, HAZCO, Department of Highways, MCR Cranes, RM of Wilton Public Works, all responded professionally and promptly to safely remedy a difficult situation.

Since the accident at the CP Overpass and another at the Nelson Lumber building yesterday, discussion of a "by-pass" seems to be on the tip of the tongue of many residents. I would suggest, a by-pass, as most people define it, is not what the City needs. Highway re-alignment, perhaps, but key is to engage this traffic in our economy and the growth of our city. At 230kms from either major centre, we are a natural... break in any trip, whether commercial, personal or pleasure. We need a better plan than just an arbitrary by-pass that wouldn't work and won't be funded for more than 15 years by the Alberta government. How do we achieve all this safely, with less impact on expensive City of Lloydminster infrastructure? That is where leadership and vision will kick in with key stakeholders and our community. We need to think well outside the box and then become passionate about making something happen.

...by the way...any highway bypass or realignment is the responsibility of both provinces and their Ministries of Highways. The cost would likely run anywhere from $100-$200 million when considering both sides of the border. This is not on Alberta's plan, nor on the radar of Saskatchewan, hence the reason to get more innovative.

There will be much more discussion on this topic in the coming weeks and months, and I look forward to working with our community to explore a full range of options and solutions.

The Winds of Change in the Alberta Political Landscape

The New Premier and Alberta Political Landscape

The PC Alberta Party has selected a new Premier-Designate in Alison Redford. Like any change of Premier in Alberta or Saskatchewan, this has a direct and immediate impact on the City of Lloydminster.

With the likelihood of an impending election perhaps pushed out 8-12 months, the multi-million dollar question is…what is the impact and where do we start, to ensure optimal enduring outcomes for our city? There will be cabinet changes, policy revisions, new budget directions, and provincial election posturing. This will mean revisions to our funding, grant programs and channels of communication & influence. Don’t forget our municipal election in late October 2012.

It was inevitable, it seems, that the PC Alberta Party was going to select an “urban” domiciled leader this time around. The implications for the Vermilion-Lloydminster and Battle River-Wainwright constituencies are yet to be determined. Who will replace Premier Stelmach as the MLA from the Fort Saskatchewan-Vegreville constituency? The political playing field appears wide open, as Premier Redford has expressed a strong desire to make changes in cabinet and has been openly critical of financial, education and health policy put in place by the previous cabinet.

Closer to home, Premier Redford did not see fit to visit Lloydminster throughout the entire Leadership Campaign, nor did she reach out to the Mayor’s Office for input or dialogue. She was the only candidate who did not make contact with our community. Should we read anything into this, or lick our wounded ego and just work that much harder to establish strong relations with the new government leaders? After all, we are one of Alberta’s (and Saskatchewan’s) fastest growing cities, with an abundance of industry, younger than average population and higher than average standard of living. We have a solid relationship with MLA Doug Griffiths, who may end up with a cabinet portfolio… Who knows? One thing is certain; the landscape just got a whole lot more murky on the Alberta political landscape. One that now includes no less than five organized parties that all claim they make the best use of your tax dollars.

Weekly Bean Article - A Moment with the Mayor

The Lloydminster Charter

Last updated in 1979, the Lloydminster Charter now lags behind many changes in the respective acts in Alberta & Saskatchewan. The Charter, the only one of its kind in Alberta or Saskatchewan, is a joint document originated by both provincial governments that provides the City of Lloydminster with the authority/rights required to operate our bi-provincial city.

Since 2001, the City of Lloydminster and the two provinces bureaucratic offices have been trying to bring forward a revised Lloydminster Charter for consideration and approval in both legislatures. However, as we sit today, nothing has been brought forward for final review. On September 21^st, representatives from both Municipal Affairs offices attended a meeting here in Lloydminster to confirm priorities and timelines towards enacting a revised version of the Lloydminster Charter.

We determined that we need to move forward with two complementary provincial Orders in Council this fall to ensure that the 4 Year Terms for Elected Officials and the City/School Seamless Delivery taxation levy capability are introduced to the Charter, immediately. Once we agreed that this was the legislation requiring an expedited timeline, we determined that the next, and final draft, will be ready for public information sessions in late winter 2012, heading to a planned January 1, 2013, implementation.

Golf Season

Not many days left in the golf season over at the Lloydminster Golf & CC. The course is in great shape and if you are thinking of getting one more round in this year, hurry over before the course is prepared for…don’t say it…WINTER!

Saturday, October 1st marked the re-launch of the new McDonald's Restaurant in Lloydminster and the unveiling of McCafe service to our City.
It was my pleasure to join the Gow family to celebrate the fantastic new surroundings, healthy food that they continue to introduce and McDonald's continued commitment to our community. With sponsorship of Lloydminster Minor Ball and their famous McHappy Days, we salute the Lloydminster McDonald's Team for building great community spirit.

More than anything though, we had an opportunity to recognize their staff for oustanding service and commitment to excellence. What a team you have in your beautiful new restaurant.

We had some great fun judging the Cultural Days Cake Off along with Gerard Lampow & Heather Klages from Newcap and our very own Councillor Sauer. The cakes were absolute masterpieces in the spirit of Picasso. Picking a winner was most difficult, but based on a complicated scoring grid, the entry from Ernie's Coffee House took home first place honours.

Team Lloydminster Conducts Vision & Values Session

Just yesterday, many of the staff came together to conduct the first ever Team Lloydminster Values & Vision Workshop. Designed to engage our team members in developing the Vision Statement for the City of Lloydminster, together with the Values we will ascribe to; more than 100 Team Lloydminster members spent most of the day debating and discussing where we need to go to achieve greatness on behalf of our staff, the residents of the City and our neighbours.

We will be publishing the results of this work very soon. Good work was done, teams were strengthened and I am sure we will look back on September 22nd as a milestone day for the City of Lloydminster. Thanks to everyone who participated.

Servus Sports Centre Celebrates 5th Anniversary

Where did the time go? Servus Sports Centre celeberates 5th Anniversary by opening doors to the public for a an opportunity to experience the facility for a day, thanks to Servus CU and their continued support of community wellness. Over 1400 residents visited the facility on September 19th.

Just a quick thank you to the CALL organization for another very special Mayor's Prayer Breakfast with special guest speaker, Mr. Clinton Van Zandt. Joined by MLA's McMillan and Snelgrove, together with past MLA Milt Wakefield, many dedicated community leaders enjoyed not just our guest speaker, but were treated to the song stylings of Janelle Reinhart and Jasmine Ulmer. Betty Allen brought an inspirational prayer for the Community and Alderman Sauer provided the invocation.

Super event brought to our community by a dedicated group known as the CALL.

Peter Cushner - Lloydminster Golf & Country Club Head Professional
Yesterday, we traveled along with many Lloydminster citizens, to Edmonton on behalf of the City of Lloydminster and our family, to pay our respects to Peter Cushner and his family, Cheryl, Nicole, Natalie and Ryan. Peter served the City of Lloydminster and area as our golf professional for over 25 years, retiring due to illness in 2006. Peter passed away on September 10th, with his family at his side, succumbing to a physical body that could no longer carry on. His positive spirit and willing heart shone through right to the end. Thank you to the Cushner family for your many contributions to our City.

Pioner Lodge Grand Re-opening
Thursday marked a major milestone for the Pioneer Lodge, as we gathered with the Honourable, Lloyd Snelgrove, Reeve Van Ee, guests, staff, and residents to celebrate the expansion project completion at the Pioneer Lodge. Tours, cake, and refreshments were the order of the day, with many of the residents taking an active part in the festivities. Congratulations to Joy Bell and her team for a great day and seeing this complicated project through. Many families will benefit from this development.

New Council Meeting Format
City Council will be bringing a Procedure By-law forward for reading and implementation at the next City Council Meeting on September 26th, as promised. All business of City Council will now be done in OPEN meetings, that will be scheduled once or twice a month on Mondays at 1:30PM.

This brings us into full compliance with current legislation, establishes a transparent evironment for important civic business, and advances our ability to better employ management & staff resources in delivering service to taxpayers. All operating committees will cease to operate at the conclusion of the meeting on September 26th. With all business being conducted at Regular City Council Meetings, we will ensure that all City Councillors are fully engaged and informed about all directives and decisions.

People close to me often advise me to STOP once in a while and celebrate the progress that has been made, rather than jumping head first into the next challenge. Well, time for me to listen to this wise advice…

City Manager Glenn Carroll has now been on board for about 8 months. He is building the kind of work environment and team that will ensure delivery on City Council’s key objectives. Speaking of City Council; we have now been together for nearly two years and are moving to a new operating model with a revised Procedure Bylaw in the next month. The over-arching objective is much greater transparency designed to better engage taxpayers and residents, alike, in our regular council meetings.

The Senior Executive Team – code named TEAM ONE is working to establish departmental priorities that we can publish, measure, and report to the public on, regularly. With solid Deputy CAO’s and key management leaders in place for several operating departments, all working to a common set of goals, we now have just a couple of key positions left to identify the perfect candidates. With Team One members Beth Kembel, Adam Homes, Don Newlin, Brent Stasiuk, Ken Coleman, Heidi Burzinski, and just this past week Paul Schwebius (Information Technology), we have completed many high priority projects in the past 6-8 months.

A new City of Lloydminster (www.lloydminster.ca) website is under construction, all of City Council is making progress towards full automation, we have a long term CUPE Union collective bargaining agreement in place, and 3-4 high priorities from the Workplace Scan have seen good progress. Our partnerships with the Lloydminster School Divisions are positive and future focused, we are working closely with the health services sector, exploring attainable housing initiatives, revised many of the standards for service in the Planning Department, initiated the design work for the new Public Works Facility, and are witnessing solid progress on the new RCMP Detachment. Several key road construction projects have been completed, the Water Treatment project has just been commissioned, the RCMP are at full complement with additional resources approved, and relations with both Sask & AB provincial governments is trending positively, just to name a few success stories. Anyone seen the renos at the Lloydminster Golf & Curling Centre or dropped in at the Civic Centre? Wow!!!

Add to that, record growth in building permits, new businesses and population…now that is MOMENTUM! Next time you see a City of Lloydminster team member give them a pat on the back for a job well done.

Caring Community?

Caring Community?

I couldn’t help but stop to think about society and where we are headed as I took the time to reflect on the passing, funeral and letter from Jack Layton, MP. I am not a card carrying NDP, but, as we watched old archived TV clips, interviews with colleagues and the messages from constituents, we consistently heard about caring for others, caring for the less fortunate or the underdog, and in a very clear and pronounced fashion, caring about Canada.

Why do we see so many senseless personal attacks in our society on helpless entry level staff in the service or retail sector? Why do we see countless individuals who believe our rules do not apply to them? Why are we so quick as a society to complain about a circumstance that it is too late to change, rather than offer to work alongside others in a positive manner before it is too late?

If we want to build the foundation for a truly CARING Community, it starts by looking in the mirror and observing that little golden rule that we were all taught as youngsters…”Do unto others as you would have them do unto you”? Seems simple enough and while I see many folks practicing this every day, I see many who do not.

Caring communities walk the talk all the time, not only when it is convenient or easy. It is said that the best way to judge a person is by their actions when no one is watching; well, that is true of communities, as well. Let’s continue to make Lloydminster one of the most caring cities in Canada through your actions and interactions with everyone from service personnel to visitors…when no one else is watching…

Downtown Revitalization

Downtown Lloydminster…Who owns the revitalization responsibility?

Last week I endured a television interview where one business that was closing out after an attempt to sell their downtown business for quite some time, lashed out at the City. Not sure that the decision to close one’s business is an event that City Hall and elected leaders should be chastised for, however, the investigative journalist thought one instance was more than enough to paint the City in a negative light.

The story suggested that there was more graffiti, unattended to repairs (one picture of one broken window in an empty building), businesses closing with greater frequency than elsewhere and that many more people were acquiring their goods and services at other malls and centres. All this insight was developed from limited research and one vocal small business owner, who did not seem to take any ownership of their independent business strategy.

The final straw was a suggestion or line of questioning from the reporter that supported a notion that the City, using taxpayer money, should fund small businesses, revitalize the downtown and place it in a market competitive position beyond what the business and building owners can do by creating their own consumer value proposition. In essence, a subsidy or funding that would be derived by taxing competing businesses located outside the downtown…HUH??? Are you kidding me???

While City Hall and our team can propose exciting vision and options for downtown development in the emerging E4 Municipal Plan, and will bring together like minded leaders to further the vision; it is the owners of the property that comprises the downtown that must fully engage, share their ideas and invest their money to materially change the fortunes of the downtown. We are fortunate to have the Streetscapes Company working to promote the downtown and to make aesthetic improvements where they can on a limited budget. The driver of change must be consumer demand met by entrepreneurs who can best address the consumer demand with innovative services/products offered from a downtown environment that provides and unparalleled customer experience anywhere else in the region.

City Hall has a plan coming together similar to many cities for improving the downtown…now, we need the building and business owners to come together to make a serious commitment to the development and execution of an innovative forward thinking plan to create the energy and excitement to fully transform downtown Lloydminster. This will take more than one business owner and a reporter on a mission…

Celebrating Fundraising Success

City Council, Alderman Park and I recognized the Lori Craven Memorial Slo-Pitch Tournament organizers for their commitment to Lloydminster and region. The Lori Craven Memorial celebrated it's 10th year of fundraising for individuals in the community who need help as they struggle with illness. They work to ensure that finances will not be as big a part of the stress which is often compounded when battling serious illness.

We commend this group for their commitment to the legacy of Lori Craven. Her memory and spirit exists in the City through this charity tournament, and the many families they have helped over the past 10 years.

Nearly $90,000 was raised this year to be shared with 6 families. Congratulations on your success and thank you for your continued commitment to our community.

Mayor's Heart Healthy Community Award

This week I, along with City Council, and Deputy CAO, Community Services, Ken Coleman, had the opportunity to recognize Lloydminster in motion for the amazing work they do in our City.

Lloydminster in motion is a movement aimed at increasing physical activity for health, social, environmental and economic benefits. The intent of in motion is to ingrain understanding and behavior changes into the culture and fabric of our community.

The group is made up of a different community members including representation from the Lloydminster Public School Division, Rivers West Sport and Culture, City of Lloydminster, Heart and Stroke Foundation and Prairie North Health Region.

The committee has a long history of working within the City of Lloydminster, including work with businesses, schools and the general community.

The recognition award is presented to individuals, groups, or programs that support and encourage the health and well-being of the community and/or promote efforts to increase healthy behaviours and help in the fight against heart disease and stroke, among many chronic diseases.

These inspiring leaders step up and make change happen in their community without waiting for someone else.

Some Lloydminster in motion highlights include:

Through financial support from Saskatchewan motion and a partnership with the City of Lloydminster, Lloydminster in motion has been able to place ten trail signs highlighting the existing trail system within the City. The goal of the trail signs is to help make it easy for people to use the trails either recreationally or while using active transportation to get to and from work or school.

· For the third summer, Lloydminster in motion has supported downtown businesses to be active throughout the summer months with the promotion of the Downtown Walk. A variety of businesses host our downtown walk signs that display a safe 25-30 minute walking route throughout the downtown core. It is with the tremendous support of downtown businesses that we are able to continue this promotion.

· The Lloydminster in motion committee also has a pedometer lending program that is offered to businesses, schools and community groups within Lloydminster and area at no cost. The lending kits include 25 pedometers and information on how to walk safely and how to use the pedometers.

· For the first time this year, Lloydminster in motion was asked to support the SPCA Dog Jog. The committee was pleased to be able to provide compact, easy to read maps of the trail system to all participants at the dog jog. In the past, the committee has also supported the Art Walk, the summer games and the Bud Miller canoe races.

· One of the achievements that Lloydminster in motion is the most proud of is the After School Program that was piloted at the Servus Sports Centre from March 2011 – May 2011. Highlights of this program include:

o A strong partnership between the City of Lloydminster, the Lloydminster Public School Division, Saskatchewan in motion, and Lloydminster in motion;

o 312 elementary school students chose to participate (the goal was 100 students). This program helped these students to achieve the recommended 60 minutes of activity needed each day and to learn new activities to help them increase their options for being active in their free time.

o 32 volunteer leaders were recruited and trained from local high schools and the Lakeland Community College. These leaders taught the kids new games and participated in all activities, having fun and building new relationships.

o Lloydminster in motion is looking at continuing and expanding the program for the upcoming school year.

The Lloydminster in motion committee is a small but dedicated group. Thanks to the knowledge, skills and contacts that each committee member brings to the table we have been able to make small steps in increasing physical activity within Lloydminster.

Last night's City Council meeting began by signing a Mayor's Proclamation declaring September 2011 - Big Brothers and Big Sisters month.

We welcomed Brenda Robinson (BBBS Executive Director), Lynzie Penner (BBBS Fundraising Coordinator), Mark Guigon (BBBS Director), Jacqueline Weed (BBBS Case Worker), Ashley Ruud (BBBS ISM Program Coordinator), and Corrine McGirr (BBBS Board President) to promote awareness of Big Brothers Big Sisters.

Big Brothers Big Sisters’ mission is: "We commit to Canada's young people that we will be leaders in providing them with the highest quality, volunteer based mentoring programs"

Big Brothers Big Sisters of Lloydminster provides mentoring programs via One-to-One Matching. They are always ready to provide a variety of opportunities for volunteering and support to children and youth. Big Brothers Big Sisters has made a difference in the lives of young people by providing a friend where one is needed.

All citizens and future leaders of the City deserve the opportunity of positive mentorship and role modelling. The City of Lloydminster is pleased to proclaim September as Big Brothers Big Sisters Month, and acknowledge the important work they do every day in our City.

Busy Week...

What a super busy week of interesting and exciting events.

August 16th - Leckie and Partners Charity Golf Tournament raising funds alongside the Kiwanis Club to re-develop the Kiwanis Playground & Park on the North Side of the City. Thanks to their hard work, the City will now be matching more than $50,000 to upgrade the park. With volunteers from the Kiwanis doing most of the work, the funds will go even further. Congratulations to everyone involved.

August 16th - Provincial Ministers McMillan (SK) and Snelgrove (AB) along with their wives Ali and Bev joined Kathy and I to host Dave & Cindy Hofer and guests as part of our Live Auction commitment to the Lloydminster Region Health Foundation. With Mr. & Mrs. Hofer's generous donation of nearly $7,000, the three of us elected officials were only too glad to host them at Harvest to Home for an amazing evening of food, discussion and fellowship. With the folks at Harvest to Home more than doing their part, we can chalk this up as a truly memorable evening.

August 17th - We kicked off the day with the Family Day Home Pancake Breakfast in support of the CPCA Chuckwagon Finals. We followed that with the Sod Turning Ceremony for St. Thomas E'cole School which was attended by Premier Wall, Minister McMillan and several dignitaries and guests. A small student group sang the school song, of course in French and English as the school is the home of Lloydminster's French Immersion Program.

We were treated to a Beef on a Bun reception and speech from Premier Wall at the Lloydminster Exhibition mid afternoon and then it was off to the first day of the CPCA Westridge GMC Canadian Final Chuckwagon Races. Again, we were treated to great entertainment at a super venue.

August 18th - The morning started out with another special sod turning event as we celebrated the onset of Phase II & III of the Lloydminster Metis Housing Group Seniors Housing Project. I joined representatives from CMHC and the Saskatchewan Government, as well as MP Leon Benoit to acknowledge this fantastic group who are dedicated to addressing an important housing need for the City by adding cost affordable housing in an environment that lends itself to socializing, wellness and stress free lifestyles for 16-20 additional very deserving seniors.

Are you kidding...two weeks of summer vacation...

Blink and summer is nearly over, particularly for the kids that are looking at heading back to school. With our busy schedules and at times the weather, did you get the family time you were looking for this summer? Did you get the recharge and vacation time you needed? Did you experience the summer activities and venues that the Lloydminster region has to offer?

It is always about this time where we look around and say; “where did the summer go?” Rest easy…you can always take a winter vacation, hope for a few extra weeks of summer in September and know that we can do better next year.

City Council has kept busy through the summer, working alongside management to develop the Strategic Plan for the next two years, establish a new Procedures Bylaw to enable widespread changes to the manner in which we discharge business with City Council Meetings and watched our short outside building season drive several projects closer to completion.

Record building permits appear to be the order of the day for 2011, with many new commercial projects underway. Steady residential development in both Saskatchewan and Alberta is driving the emergence of a very healthy Lloydminster economy. Rest may not be an option as we all run hard to important late summer milestones.

Hope you have enjoyed your summer, thus far, made progress on important projects and count yourself blessed to live in and around Lloydminster.

Kiwanis Park Playground Construction

The North End Kiwanis Park is currently under construction. Right now City of Lloydminster employees, and volunteers are on site building the new playground.

The playground equipment itself is made in Canada, in Simcoe Ontario, and is a combination of slides and climbing areas. The installation is different than other playgrounds – it is anchored with no concrete, which makes it easier to relocate and move if necessary. This new equipment is made possible by a partnership between the Lloydminster Kiwanis Club and the City of Lloydminster, with the Kiwanis currently in fundraising mode to raise more money to add other items to the park such as trees, pathways, and benches. The plan for the park is grand, and a fabulous upgrade to this area of our city with young families and children in need of an area to play close to home.

The playground is expected to be ready by Saturday for all to enjoy!

Urban Municipalities Looking for Money…

The longer I am in this job, the more I learn about how absurd the expectations for service delivery vs. funding for mid-size Cities actually are.

While some of my predecessors spoke of how financially well managed the City was; they neglected to mention the growing infrastructure deficit, particularly underground. Worse than that, there is a growing disparity between Urban and Rural Municipality funding that doesn’t make any sense.

Policing…Cities pay 90%, Rural Municipalities pay as little as 0%, and rarely more than 10% of the costs. On-going grant program funding like the Municipal Sustainability Initiative provides significantly more funding per capita in Rural Municipalities than in mid-size Cities.

Yet, most economic think tanks and researchers indicate that 65%+ of our respective provincial GDP is derived from within our Cities. Cities are on the edge of financial crisis and we find ourselves with two provincial elections just around the corner. We need to ask the tough questions of our MLA’s to ensure that sustainable funding is established that will enable City leaders to execute plans and priorities to effectively serve the best interests of those that elected us.

The taxation options for Cities are limited to pretty much just property taxation, which leaves the City of Lloydminster with a $25-$35 Million shortfall, annually. The cities continue to have services, charges and fees downloaded onto our municipality by other levels of government. Unfortunately, the grim truth is that this downloading seldom comes with any funding. It is time to take a serious look at how we align the funds with the expectations that are now heaped on the backs of our Cities.

…seems to me that there is no better time than right now to get this on the discussion table.

Canadian Professional Chuckwagon Finals Week - August 15th - 21st

Mayor Jeff Mulligan signs a document proclaiming August 15th - 21st "Canadian Professional Chuckwagon Finals Week". 2011 will mark the 19th year the CPCA Finals have been held in Lloydminster and for wagon racing fans the annual event has been a week-long celebration wrapping up an exciting race season.

Mayor and Council recognize the Canadian Professional Chuckwagon Association and their continued commitment to hosting the CPCA Chuckwagon Finals Event in Lloydminster.

The Westridge GMC CPCA Finals are rolling into Lloydminster August 17th through 21st and Lloyd FM, the Lloydminster Exhibition, The Lloydminster Chamber of Commerce and the Canadian Professional Chuckwagon Association are looking to expand the event into a city wide celebration.

With the advent of Twitter; if you can’t say it in 140 characters, you are out of luck. With that in mind, I thought I would provide a few Twitter type updates this week.

Highway 16 West - working with bonding company and contractors to negotiate responsible party and remedy plan for this summer of 2009 project. High priority, tough circumstance.

Highway 16 East – seeking grant funding from Saskatchewan Government, sufficient to undertake significant repairs/rebuilding. Until then patching and hoping is barely working…not acceptable for too long, but way beyond our available cashflow.

Highway 17 Couplet & Widening – Design is complete for the most part, as funds come in the work is prioritized and contracted. Other than intersection controls and maintenance, nothing significant in 2011. Work to begin in earnest in 2012. 7-10 year project.

Highway 16 Re-alignment (By-Pass) – other than defining the route, this is not on the Alberta Government priority plans for at least 15 years. Saskatchewan Government does not have this project prioritized or funded.

Downtown Parking – for residents looking for 2+ hour of downtown parking, the City is planning to provide, in concert with Streetscapes, the Chamber of Commerce, and downtown businesses, a single lot, or perhaps 2 parking lots that are fee based. Not designed for persons working downtown. Would serve patrons of the downtown.

2011 Street Overlay & Repair Program – our contractor is fighting the weather. If you are looking for updates, please refer to http://www.lloydminster.ca/.

Public Transportation – Very early concept discussions of perhaps a small scale system for Lloydminster. Not budgeted or funded and fearful of large scale City subsidy requirement; we will continue to investigate. City Council understands the need.

The Mayor's Pancake Breakfast was a huge success despite the misty conditions on Thursday morning! Many residents came out to enjoy pancakes, sausage, coffee and juice with Mayor Mulligan, Councillor Larry Sauer, Councillor Allan Park, Councillor Rob Saunders, Councillor TJ Altman, City Manager Glenn Carroll, several City of Lloydminster team members, Kurt Price, Heather Klages, Jessica Isaak, Jacob Zerr, Whitney Stinson, Aaron Streck, Brad Asselstine, Travis Kaye and City Hall staff.

Thank you to Lloyd FM for all their help planning this event, and all the volunteers from Lloyd FM, Newcap TV and City Hall for serving, cooking, and entertaining! Thank you to George Quickstad and the Tent Guys for setting up the tables and chairs in and around the gazebo. Thank you to Tim Horton's south for the coffee and all the trimmings, as well as Sobey's and Arby's for all their help. What a great team - we couldn't have done it without you!

The clouds and rain did not dampen the spirits of Lloydminster! It was amazing to be a part of the parade and be able to see so many smiling faces along the parade route. What a positive energy with so many of those smiling faces on wide eyed children who lined the streets.

Thanks to Ken Ebert and his Thunderbird, I was able to travel in fine style!

The City of Lloydminster's float was a celebration of our two provinces making up one amazing place to live. I hope you took in the parade today, enjoyed all the floats, and shared your smile!

The Lloydminster Fire Department also entered some of their trucks in the parade.

Look at those firefighters! Our guys walked the parade route so they could greet parade goers.

If you have never visited the Lloydminster Golf & Curling Centre - I have a secret for you. There is a fabulous restaurant upstairs with full menu service and daily specials.

It is a perfect setting for lunch with friends, co-workers, clients, anyone who would enjoy a wonderful meal. The daily specials vary from homemade burgers (Tuesday) to steak sandwich (Thursday) with a unique buffet selection that is included in the price. If you work in the North end of Lloydminster, this is close to work, and you can take a large group with you.

C.U.P.E. Local 1015 and the City of Lloydminster Officially Sign Agreement.

C.U.P.E. Local 1015 and the City of Lloydminster will sign a collective agreement on June 28th at 1:00 p.m. at City Hall in Council Chambers. The four year agreement runs from June 1, 2011 to March 31, 2015.

Among others, in attendance will be Mayor Jeff Mulligan, David Graham, CUPE representative, Heidi Burzinski, Human Resources Manager, and Don Newlin, Deputy CAO Corporate Services.

The driving force behind this agreement was Mayor and Council’s goal to build a great workplace and meaningful employees via equitable compensation programs. In February of 2010, a Workplace Scan was completed by City Council. The second highest priority item was employee compensation.

In conjunction with the CUPE Local 1015 collective bargaining agreement the City has created a simplified salary grid for our managers and employees, reclassified a number of positions and brought position titles up-to-date, lessened the number of classifications within the contract, realigned salaries to ensure competitiveness in the market while still maintaining a conservative approach, and negotiated a four-year contract.

The agreement covers 146 municipal workers who provide services in Lloydminster within City Hall, the Municipal Works Shop, Servus Sports Centre, Lloydminster Leisure Centre, Bud Miller All Seasons Park, Barr Colony Heritage Cultural Centre, the Parks Department, and the RCMP detachment.

“Our goal is to create both internal and external equity for our team of employees. We now have another mechanism in place that incorporates best practices in municipal government. We have recently put a Compensation Committee in place to ensure consistent communication with our union. This agreement is really revolutionary for the city of Lloydminster and our staff teams,” said Mayor Jeff Mulligan.

The future looks bright for a strong working relationship between the City and CUPE Local 1015, which will include regular meetings, a formal Compensation Committee framework designed to best address the priority focus areas in the Workplace Scan while delivering noteworthy progress on Strategic Planning.

Mayor Mulligan added, “We want to employ those whose desire is to build a career with the City of Lloydminster. The effect of a positive workplace will address Council’s goal from our March Strategic Planning Session to be an employer of choice. This will make way for growth in our employees by providing opportunities for advancement and career development.”

Husky Energy Partners with STARS!

I joined Minister McMillan, together with Husky Energy and STARS management to celebrate Husky's additonal $250,000 commitment to help bring STARS to Saskatchewan. The Provincial Government has agreed to underwrite the establishment of two Saskatchewan STARS bases in Saskatoon and Regina, however, without the corporate support from Husky Energy and other corporate leaders, the program could not sustain itself.

This contribution brings Husky Energy's total to $1,000,000 in gifts to STARS...now that is "community investment"! Congratulations to all involved and a special thank you for inviting me to attend the press release today. Canada Day is about everything that contributes to making us Canadian. Family, friends and neighbours come together to celebrate one of the best countries in the world. We look back, we look ahead, and more than anything we just soak up the moment of pure “Canadiana”.

Every once in a while, July 1st-Canada Day lands on the calendar in such a way it creates an extra summer long weekend. Guess what…we got one this year! Here in Lloydminster there will be a number of activities and events all day long throughout the city. Take in breakfast at Weaver Park, early afternoon cake cutting celebration, sales at a number of retailers and then finish the day with an amazing fireworks display.

Why do I think a LLOYDMINSTER DAY, is in order? Things are happening at record pace this year! One of the ten best communities to do business in both Alberta and Saskatchewan, #2 for Entrepreneurs, and now, Top 25 in Western Canada for Business, according to Alberta Venture Magazine, just for starters. Commercial construction is blasting off; the new Husky Energy Building is taking shape, ATCO Electric is moving on schedule with their construction, the Libby Young Project, new Coldwell Banker Building, and the Dr. Cooke Extended Care Centre is underway. Not to be outdone, The City of Lloydminster has broken ground on the new RCMP Detachment, are working on site selection for the Public Works Shop, and looking at sites for the local SPCA.

What about our amazing school divisions? Two schools approved and right at the top of the list for a new high school in the next budget year, maybe? All of this construction means investment in Lloydminster, increased infrastructure and is generally great news!

We are glad to see the students back with us for the summer, so we can make progress on several park and green space initiatives that we know contribute to our community beautification and quality of life.

Maybe a Lloydminster Day is in order to celebrate everything that is great about Lloydminster! Keep up the great work Lloydminster and we will keep working hard at City Hall for you…

Where the HECK are your parents and what are they thinking???

It is 3:30AM, you are 15-17 years old, checking to see if car doors are locked, looking in houses, cutting through yards, kicking over planters and dropping garbage wherever you please…

What is wrong with this picture? Where are your parents? If they don’t care, does this explain why you don’t care, why you don’t value other people’s property, and why you have no idea what direction you are taking your life? Is it an excuse for your behaviour?

Again, what are these young people doing on the street wandering around communities that they often don’t live in, all night long? Who is responsible for their well-being, not to mention the damage they do, or even crimes they may be caught committing?

Theft, vandalism, assault and perhaps addictions; are not treated or avoided when these youth are permitted to operate without supervision, accountability or parental engagement. No more excuses…by parents who say they cannot oversee their teens, or by teens that cannot be held accountable.

This is not acceptable. It is not an entire community that must take moral and financial responsibility for the children you chose to bring into this world. Parents, where the heck are you, and when did it become normal or okay for your teenagers to aimlessly roam the streets all night long? What are you thinking?

Do we need a strict curfew? Then what? Who pays to enforce that; your innocent neighbours, perhaps? Take some ownership to turn this disturbing trend around, today!

It’s another few busy weeks in the Mayor’s Calendar. The next two weeks have me travelling to Calgary, attending several community events, and attending the usual rounds of meetings in City Hall. I’ll even manage to get one vacation day in there!

On June 17th, the Lloydminster Golf & Curling Centre will welcome the Oilmen’s Golf Tournament. We are thrilled to host you for another big event!

Lloydminster Tennis Association – Junior Event, June 18th at 10:00 a.m. at Bud Miller Park – it’s great to see the sport of tennis alive in our City, especially with such a strong junior club; the Association will be thriving for many years to come.

And then I am off to the Just Kruzin Car Show to present the “Mayor’s Choice” award. Join me at Lakeland College between 3:00 p.m. and 5:00 p.m. to see some of these classic automobiles and meet their proud owners.

I will be taking a vacation day on June 20th, well not the whole day; as I have to head out to Paradise Valley for the Vermilion River Regional Alliance AGM, that evening. I might be able to get a round of golf in to ensure I’m ready for the Hartnell & MacArthur Celebrity Golf Classic on June 22nd. Congratulations to the organizers of this sold out tournament. Many non-profit organizations and charities throughout Lloydminster will benefit from the funds raised by this event.

June 23rd is another busy day of meetings followed by travel to Edmonton to attend the Northern Alberta Mayors’ and Reeves’ Caucus “Leadership Candidates Day” taking place on June 24th.

June 25th I will be back in Lloydminster to attend the Harty Developments Skate Park competition which will provide me with an excellent opportunity to meet with the youth of Lloydminster. Later that afternoon, I will delivering the Reeves Business College graduation convocation address.

Summer is here! Take the time to enjoy our parks, trails, outdoor pool, golf course, and all the summer events that our City has to offer.

Mayor Jeff Mulligan presented the inaugural Mayor’s Award for Sustained Support of the Arts at the Festival Showcase event during Arts Without Borders.

The Mayor’s Award for Sustained Support of the Arts recognizes a business, individual or organization that has demonstrated exemplary and commitment to Arts. Their support has been given for a specific arts organization, event, or individual artist or for general widespread support of the arts.

Mayor Mulligan reviewed a number of very strong nominees for the Mayor’s award, and each nominee was scored on a comprehensive criteria matrix. Selection of the winner was conducted by Mayor Mulligan, and a jury of prominent members of Lloydminster’s arts community.

The criteria includes:
• an ongoing commitment to the arts in Lloydminster for three years or more,
• contributions that have made a considerable impact on the arts in Lloydminster, and
• the recipient’s support of the arts not be measured by dollar value but in terms of impact to the arts in Lloydminster and region.

The recipient of the inaugural 2011 Mayor’s Award for Sustained Support of the Arts award is Mr. Ross Ulmer of Ulmer Chevrolet Cadillac. Mr. Ulmer was presented with this award on June 9th at the Festival Showcase.

Mayor Mulligan said, “Ross Ulmer is a guy who rolls up his sleeves and gets down to work. He has a passion for the arts in Lloydminster that energizes others. Because of this, he is also a true leader in all aspects, from his own jazz band, to ensuring school children have instruments to play, he sets a great example.”

As a volunteer Mr. Ulmer is a Director of the Lloydminster Regional Theatre Foundation, he is Chairman of the Annual Theatre Foundation Gala, and he is always actively raising funds for the Vic Juba Theatre.

The Ulmer Stage at the Vic Juba Theatre is one of Mr. Ulmer’s larger corporate commitments to the arts community, a commitment that is in its 6th year. Ross Ulmer's vision and determination for a performing arts venue in Lloydminster were instrumental in the resulting facility that exists today.

Ross Ulmer has a Bachelor of Music Education from the University of Saskatchewan, and a Masters of Music in Trombone performance from North Texas State University. He is a founding member of the Lloydminster Jazz Society (Jazz on the Border), a director for five years with the adult jazz ensemble, and has organized numerous music clinics for local students.

Mayor Mulligan added, “The arts community in Lloydminster has grown stronger and more diverse to become a valuable driver of our local culture. Thanks to Ross and the Ulmer Group for all the years of work and commitment to bringing the arts to a broader Lloydminster audience.”

For 30 years, he has been a dedicated volunteer protecting and serving our residents whenever needed. On behalf of City Council and residents of Lloydminster, thank you for your commitment to our safety. Kevin is active in several organizations within our City and region, generously giving of his time and experience to make Lloydminster a place to be proud of!

Leckie & Associates, the Lloydminster Kiwanis Club, and the City of Lloydminster Change the Face of Kiwanis Park

Leckie & Associates are hosting their 8th Annual Golf Tournament on August 16, 2011. Since its inception, the Leckie & Associates Golf Tournament has raised significant funds for local non-profit clubs & organizations, supporting many local benefactors ranging from the Lloydminster Health Foundation to the Multiplex to the S.P.C.A. The funds raised at the 2011 Charity Tournament are going to the Lloydminster Kiwanis Club.

“The Kiwanis Club approached us about their park and we really saw huge value to the community in this project. The current playground is in need of replacement so we have the best possible equipment for our kids to play on,” said Kerry Leckie, managing partner with Leckie & Associates. “Since every dollar raised at the Charity Golf Tournament goes directly to the project, it is a great way for us to give back to the community.”

Kiwanis Park, located at 56A St & 51 Ave., is in a large residential area that is home to many families and young children. The playground in the park has been upgraded with paint over the years, but now is in need of a large scale upgrade.

Vera Gallant, president of the Kiwanis Club of Lloydminster, says, “Plans for the park include spectacular playground equipment, a fountain, picnic tables, pathways, park benches and flowers. The equipment we have chosen can be added on to as funds become available. We want to maintain this playground for many years to come. Years from now these young children will be able to bring their children here and show them where they played when they were little.”

The City of Lloydminster has agreed to support the revitalization of this park by matching the funds raised.

Mayor Jeff Mulligan added, “We had funds available for this park, and it was a great way for both the Kiwanis and the City of Lloydminster to positively impact the neighbourhood. The significant upgrades this park will receive will mean residents in the north end of our city will have easy access to a large beautiful green space very close to home.”

Kerry Leckie has seen this Annual Golf tournament grow over the years to a point where they have put over $180,000.00 back in to the city, “We are proud to be able to make an impact on our community in such a positive way.”

Nature is Moving Closer and Closer

This past Thursday the Barr Colony Heritage Cultural Centre had a surprise visitor!

Fish and Wildlife were called in and a Conservation Officer was on scene. The moose moved on its own, crossing Ray Nelson drive (highway 16) safely, and headed toward the golf course. It spent about an hour in the Cultural Centre's courtyard before it moved.

On Monday, June 5th, 2011, 49 Avenue will be closed between 49 Street and 50 Street, on the east side of Synergy Credit Union. During this time large heavy equipment will move in to complete a sanitary sewer repair.

Signs will be placed to indicate restricted areas, and pedestrian traffic will still be possible. The City of Lloydminster has notified affected businesses of this project.

Crews will begin this repair around 7:00 a.m. and it is projected to be completed the same day.

City Council Awards Tender of R.C.M.P. Detachment

The City of Lloydminster has awarded the contract to construct R.C.M.P. detachment to Dowland Contracting Ltd. for the bid price of $13,864,053.00

“The new detachment will provide R.C.M.P. members and City employees with a modern and efficient work environment as they provide industry leading protective services to our citizens,” said Alderman Rob Saunders. “City Council is pleased to deliver a new, state of the art R.C.M.P. detachment to Lloydminster. This project will ensure the safety and security of residents of the City of Lloydminster.”

Dowland Contracting has completed two R.C.M.P. facilities in recent years, and completed several large scale institutional projects all over Western Canada.

“City Council is committed to giving our police the modern tools and resources they need to make our communities safe,” said Mayor Jeff Mulligan. “Today’s contract award marks the latest example of City Council taking action to improve services for our residents. The new detachment will allow the R.C.M.P. to be even more effective in enforcing the law, and protecting our residents.”

The existing city owned detachment is 31 years old and as such no longer meets the R.C.M.P.’s operational requirements today or into the future.

The City of Lloydminster owns the site of the planned R.C.M.P. detachment, adjacent to City Hall.

The construction phase of this 6,000 square metre project will utilize local contractors for electrical and glazing components. Work on the new detachment will begin this summer and construction is projected to be completed by summer of 2013. The total project cost is expected to be $16,453,681.00

City Council Makes Significant Changes to Traffic Bylaw #23-76

In the past several months I have received consistent input from residents about bylaws and bylaw enforcement. The questions arise about how bylaws are enforced, and how they can be stronger to achieve the safe community standards we all desire. Now we all know the folks asking for increased enforcement are not the ones breaking the rules, they are the ones who value our city bylaws and follow them.

City Council has been amending Traffic Bylaw 23-76 to update the voluntary payment and fine/penalty structure within the Traffic Bylaw. The first set of changes, approved at the April 25, 2011 City Council meeting are:

C.U.P.E. Local 1015 members are pleased to announce they have ratified a collective agreement with the City of Lloydminster. The four year agreement runs from June 1, 2011 to March 31, 2015.

In February of 2010, a Workplace Scan was completed by City Council. The second highest priority item was employee compensation. Mayor and Council’s goal was to decrease turnover and retain employees via competitive compensation programs.

In conjunction with the CUPE Local 1015 collective bargaining agreement the City has created a simplified salary grid for our managers and employees, reclassified a number of positions and brought position titles up-to-date, lessened the number of classifications within the contract, realigned salaries to ensure competitiveness in the market while still maintaining a conservative approach, and negotiated a four-year contract.

Based on implementing the required realignment to bring our compensation package to comparable levels for 2011, an adjustment was made with an estimated impact of $696,000 (based on June 1 implementation) for 2011. The agreement covers 146 municipal workers who provide services in Lloydminster within City Hall, the Municipal Works Shop, Servus Sports Centre, Lloydminster Leisure Centre, Bud Miller All Seasons Park, Barr Colony Heritage Cultural Centre, the Parks Department, and the RCMP detachment.

“City Council is very pleased with the result of these negotiations. Members of CUPE local 1015 are integral to the mission of our City, and provide essential services each and every day. Thank you to CUPE Local 1015 members for ratifying the agreement in a very proactive manner. Thank you to the team that lead the charge on this mission critical body of work. Both parties have worked hard since March to arrive at this point.” said Mayor Jeff Mulligan.

The future looks bright for a strong working relationship between the City and CUPE Local 1015, which will include regular meetings, a formal Compensation Committee framework designed to best address the priority focus areas in the Workplace Scan while delivering noteworthy progress on Strategic Planning.

These changes address the 2nd highest priority that was defined in the 2010 workplace scan.
100% realignment of salaries in the first year of the four-year agreement.
In year one all employees would receive no less than a 2% salary increase.
Overall increases represent a 16% change in annual employment costs (8% for 2011 as the change does not represent a full-year).
In subsequent years, percentage increases would be 2.5%, 3% and 3%.

Tender Process & LOCAL Contractors…

Sometimes when you think you have decision making authority, you find out that most of your authority, if not all of it, is legislated away through almost senseless government regulation or standards. Case in point...the tender and awarding of large contracts/projects by the City of Lloydminster...

In my prior leadership role, if we had local contractors with solid reputations and an existing working relationship with our organization, we would favour awarding contracts to them if the price was within a certain variance threshold. We believed the value of awarding the contracts locally far outweighed sending the business outside the city where the profit margin was not likely to be re-invested in our community, nor would it increase employment opportunities in our city.

Unfortunately, what I have come to learn with municipal tenders and contracting processes is that the provincial acts (TILMA) mandate that once contractors are qualified and can provide evidence of bonding, the lowest bidder, irrespective of where they might come from, is to be favoured with the business/contract. In some cases; the Mayor and/or Council members are not notionally supportive, but, legislation largely takes decision making control away from your local City Council. If we do not award the contract, upon recommendation of the project manager, staff and the defined process to the lowest bidder, we could incur significant liability risk of a lawsuit as has occurred in other jurisdictions.

Is this the best practice for the City of Lloydminster? No, not at all. We are very fortunate to have a number of very qualified contractors who employ a number of local people, are actively supporting our charities and care deeply about the future of Lloydminster. Somehow, this should count for something, but provincial legislation does not agree. This isn’t to say that we can run a closed shop, or that we shouldn’t bring outside contractors to the table to validate pricing, enhance expertise, or simply to provide capacity to ensure our narrow building season achieves our objectives. We very much appreciate the first class contractors that complete many of our projects. I just think we should have a bit more discretion and control over your tax dollars and how we invest and re-invest them on your behalf...

Mayor Mulligan was on the air this morning to officially proclaim May 20th, 2011 as 106.1 The Goat Day in recognition of the Goat’s 10th Birthday Bash. This was a special celebration for all who were there 10 years ago with Mayor Mulligan to celebrate the launch 106.1 The Goat in 2001.

Mayor Mulligan then joined the Goat in the Atrium Centre parking lot for their community BBQ, to bring greetings from the City of Lloydminster. The City of Lloydminster is pleased to celebrate the success of the Goat in Lloydminster, noting their long list of industry awards and nominations over the past 10 years.

Congratulations to CLKM 106.1 The Goat on their first 10 years, we wish them many more years of success!

City of Lloydminster Urges Fire Caution

Fire Chief Todd Gustavson just gave the word that presently there is no fire ban in the City of Lloydminster. However, caution must be taken when using backyard fire pits. Do not light fires in windy conditions, and always have some form of fire protection readily available ie: garden hose, a pail of water, etc. Fires MUST be supervised at all times.

Big Changes For City

By the time Lloydminster mayor Jeff Mulligan is done with city hall, people may not recognize it. Mulligan said that has been his approach since day one, to assess how the city and council work, understand the priorities of its residents and work towards the best solutions.

This work continued in April as Mulligan and city staff gathered for a strategic planning meeting. "It was a fantastic opportunity to get council together with senior management to have open and honest dialogue about the future of our city," said Mulligan. "This was after collecting input from citizens for 18 months now and bringing it to council and management so we could effectively begin to build the framework from which we'll build the city."

While phase one of Mulligan's plan involves building the framework to build the city he already has his eyes set on phase two. "Phase two is to go forward and have departments complete some detailed work around the highest priorities that came out of the work we did," said Mulligan. "They'll bring that back and then you can start prioritizing, costing and aligning that work together with an all staff meeting where we'll set the vision and values for the city."

Within the city Mulligan said there are several key success areas, which include growth – organic and non-traditional – people, customer service and governance.Included in the governance section is a total shakeup of how City Hall does its political business. "We're looking at revising the model (of how city council works), we'll be bringing forward a new procedure bylaw and we'll be bringing forward discussions at committee," said Mulligan. "Hopefully by the start of summer you'll see us doing the people's business more in front of the people and having more engaging and interesting city council meetings at a greater frequency."

When Mulligan first became mayor he did away with two council meetings a month. But under a new system committee meetings may be rolled into council and this would increase the amount of times council meets per month. "Most certainly there will be more than one a month," said Mulligan. "What you'll see initially is maybe a combination of committee-as-a-whole and City Council meetings, but eventually the strategy may be to start the meetings in the mid afternoon and run them until they are finished."

The economy seems to be recovering nicely and we are seeing enduring positive trending across several sectors.

Innovative companies like the GOAT 106.1 are celebrating a 10 Year Anniversary and have been nationally recognized for excellence in several categories. Several start-up organizations are beginning to make their mark. Long standing success stories and companies are looking to expand locally and regionally, with many seeking expanded premises right here in the City of Lloydminster.

The Canadian dollar strength is impacting exports in the oil sector, but, it is making snowbirds and frequent flyers quite happy. Interest rate fluctuation upward would be devastating if not carefully planned and managed by the Bank of Canada, but more worrisome are the recurring themes of staff and affordable housing shortages.

When economies grow; we need qualified/trained team members and when we attract these team members, we need affordable housing to accommodate the growth. Working with all levels of government and local industry, your City of Lloydminster government is keeping our focus on these two important areas, both of which are foundational to the new City Strategic Plan.

Don’t worry though, we haven’t forgotten about the Family Physician and Primary Health Delivery challenges that we are facing. Enjoy the onset of spring and the positive energy that comes along with growth, progress and if you look just over the horizon...vacation season!
